MAS is a fixed price with an economic price adjustment Indefinite Delivery Indefinite Quantity contract. The ordering period is continuous, and the contract periods begin on the Date of Award and expire in five years (exclusive of any options). Task order types include firm-fixed price, time and material, or labor hour.
How do I buy IT on MAS?
MAS IT is open to federal, state, local, and tribal agencies. Some organizations may be eligible to use Cooperative Purchasing and Disaster Purchasing programs.
When you’re ready to buy, issue requests to vendors through eBuy and GSA Advantage.
SINs and subcategories
MAS offerings are represented by Special Item Numbers, or SINs, which can be combined to meet your requirements. IT SINs fall within several subcategories:

BPAs are a great option for recurring needs and can help your agency meet strategic sourcing, compliance requirements, and socioeconomic goals.

Buying from small businesses
Your agency may choose to set-aside the requirement for one or more socioeconomic categories. More than half of MAS Information Technology industry partners are small businesses that can help you meet socioeconomic goals, and you can mandate or indicate a preference for small businesses and other set-asides.
To find small businesses selling IT on eLibrary,
- Choose MAS Information Technology from “Quick Schedules” in the drop down menu on the top right.
- Choose your Special Item Number/category.
- Choose your socioeconomic indicator/s.
- Further sort the search results by location or download them to a spreadsheet.
- Follow FAR 8.4 Federal Supply Schedules ordering procedures to do business with the selected vendors.

How do I sell IT on MAS?
Current contract holders can submit a modification to add a SIN in the eOffer/eMod portal.
If you’re new to MAS, follow the MAS Roadmap guidance for preparing and sending an offer. Your business may be eligible to use FASt Lane.
