State, local, territorial, and tribal governments may be able to purchase through Cooperative Purchasing and Disaster Purchasing programs.
You can combine SINs to meet your requirements, and may have the option to set-aside the requirement for one or more socio-economic categories.

How do I sell on MAS?
Vendors applying for SIN 541519ICAM are vetted by identity, credentialing, and access management subject matter experts. To be considered, the vendor must demonstrate previous project experience in any of the five practice areas of the ICAM Services Framework on idmanagement.gov.
Current contract holders can submit a modification to add a SIN in the eOffer/eMod portal.
